.Net web page start an email in outlook

I have a web page that already generates a PDF file when an icon is clicked.
All the users of the website use MS Outlook.
Now I need an icon to start an email with the PDF attached. Along with the:
Subject : "Please review and return".
email body:  "Please review the attached document and provide feedback - Thanks"
email address: set by a variable named dEmailAdress
NOTE: Before the user sends the email from Outlook, they will edit the body text. Also if the PDF has to be saved on the local machine, then it can be placed in the root of the C: drive.

Why did you choose the zone ms sql server?

How do I start an email on the client machine, filling in the TO, subject, Body and attaching the pdf, that the user can edit and then send the email from outlook?

I did not mean to choose MS SQL, only wanted C#.

I will close and repost.
