Does anyone have a recommendation for finding IT jobs in North Carolina.  I have an engineering and cisco networking background.  I have never used a recruiter before and not sure if thats the best place to start.  Where do I find an IT recruiter for North Carolina?  Any other job IT job search options?  Any suggestions would be greatly appreciated.

Just searching for tech jobs on any of the job websites like Monster, Hot Jobs, etc will quickly let you find them. They seem to post more than employers do. Posting your resume on those sites and they'll find you as well.

http://www.dice.com is good for tech contract jobs.  Then there is JustTechJobs.

Some jobs you'll only find through IT staffing places because sometimes they make deals with companies.

I'm sure the local paper will be ripe with ads from them as well.
