Cannot access email account with email administrator account
Newly created Email accounts do not allow the Exchange Server 2003 Administrative account to log on interactively to a User Email Account. I used to perform this type of login in the past and was always successful.

For newly created Exchange accounts, it's best practice to login as the user if doing so interactively. That will then populate the other administrative accounts that have access to it.
Start AD U&C on the view menu ensure that Advanced Features is selected then right-click on the users account and on teh Exchange Advanced Tab click mailbox rights. By default the Domain admin and Enterprise admin have both been given deny access. Click add and select the user/group you want and click OK. Highlight the user account and make sure to click Full Mailbox Access Allowed and click OK.

Sometimes you need to send an e-mail to the mailbox to completly create the mailbox. Then you shoul dbe able to grant full rights to the mailbox and connect to it.

For myself, the failure to interactively log on to a user's email has been intermittent, the link provided has resolved this issue.
