windows updates dont install for Power Users only local Admins

I have an issue where a Power users wont see the yellow shield in the system tray indicating there is windows updates available for installation. Once you log into that machine with a local admin account the shield shows up.  why is that?

sorry, how do i change that with gpo??

In the GPMC, you must have the WUAU Administrative Template installed.  Then you will see the "Windows Update" section under Windows Components > Windows Update > "Allow Non-administrators to receive update notifications"
