sound skip while watching an online video

I have a Dell OptiPlex 755. When watching online videos, intermitently, the sound will start skipping like a broken record. When that happens, the video gets stuck. I can only close IE 8 (happens with Google Chrome, too) but the sound keeps skipping. I can't shut the machine down properly. I am forced to do a hard shutdown.
I have uninstalled and reinstalled flash, updated the video and audio drivers but no joy.
Have all of the latest updates and ran Malwarebytes and Combofix.
Any ideas?

If you have problems watching every video file using every browser,
The problem maybe get solved by installing windows again.

That could be but I was hoping for a less invasive approach first?

Of course... Need to look at CPU usage and available resources when this problem happens...... Anything spiking the processor? Anything using alot of Memory/Virtual Memory?

Happens to all types of videos?

Maybe a different player might help rule out the problem.....

Can you please post a screenshot of your Task Manager, both the Processes and Performance Tabs?

Please add the Virtual Memory/IO Reads to your View, from View>Select Columns as well....

There is only about 18% cpu usage. Nothing is using much memory. iexplorer using the most at 125,888k and svchost second at 25,448k next. the rest are much lower. I can't make a screen shot when it happens because everything locks up when it happens. I disabled AV last time and it still did it.

check your bios settings there is something called either speedstep or cpu-z that needs to enable or disable to resolve this issue

Bios settings were set to speedstop enabled. I just disabled them and am trying it. What is this and does it affect the performance?

That didn't change anything. If anything, it made it happen sooner. Sorry.

I had some luck running the system file scanner. That worked for about a day. Then it started happening again. I tried scanning again but no joy. I tried new nic card, new AV software, updating media player, installing a dvd player thinking that would install new codecs.
I am at a complete loss here. Any help?

If it helps, the videos it locks up on are news videos on websites or sports videos. I can watch videos that are downloaded and it doesn't do it at all or if they are streaming from certain sites. One site in particular that is used is www.azcentral.com/video . It loops all of the latest news for the area. It will run about 25 minutes and then mess up. When it does, I have to reboot.

Do you have any entries in the Event Log>System Log from the source Windows File Protection, since the day you did the SFC?
