Weird Conditional Formatting Hide this Control Problem

I need another set of eyes on this I'm begining to lose it.

My condidtional formatting is as such:
field70 < 14 or field70 = "FPL" and field208 does not equal "2-Supervisor"

The current behavior of group35 is as such:
When field208 is not = to "2- Supervisor" it is hidden
When field70 is = to "FPL" it is hidden
When field70 is less than 14 it is hidden

Therefore:
When field208 is = to "2-Supervisor" it shows
When field 208 is not equal to "2-Supervisor" but field70 greater than or = to 14 it shows
When field70 is = to FPL (when the form opens) it is hidden

PROBLEM:
When field208 is = to "2-Supervisor" but field70 is less than 14 it hides again, what do I need to change in my conditional formatting?
