I'm supporting a workstation when all others do not have this problem.  Just started recently.

If you run it as an admin does the problem persist?
Have you reinstalled SP3?
Your help has saved me hundreds of hours of internet surfing.

I would uninstall Netscape (just incase), run a sfc /scannow if you haven't already (I assume you have...) and then try.  If you still can't get in, see if it will open in Safe Mode and then go to Tools, Internet Options, Advanced tab and click Reset and do a full reset of all IE settings.

I'm trying it now.

I've tried installing SP3 on top of a SP2 Repair install and a repair install of SP3.  I don't want to uninstall Netscape It's my only access the internet.  I'll try the safe mode with networking after reinstalling SP3 if that doesn't work to reset the IE settings.

Here is some additional information that might help from a MS Forum:

Anything showing up in the event log? You try upgrading to IE8? Just a couple thoughts...

I've tried Safe Mode w/networking.  I couldn't access via my VPN connection.  Customer did Start/run/inetcpl.cpl and it didn't respond.  Rebooted system and I tried in XP SP3.  Didn't display anything.  I removed Netscape 7.2 with Add/Remove and restarted.  Start/run/inetcpl.com still didn't display.  Now I cannot get to the internet to download IE8.   No Netscape 7.2 and still getting original error screen....

Any other thoughts.

So were you able to reset all IE settings while in safe mode?

The Computer is 1,500 miles away from my location.  I'm using Logmein to access.  The system was not accessable in Safe Mode with Networking.  I have the customer run in safe mode and to answer your question, NO, it didn't even enter the reset function.  I tried inetcpl.cpl from the DOS prompt and that didn't work either.  Most suggestions I've received involve access to the browser which of course I don't have.

Your mentioned "sfc /scannow ".  What is that.  I've run a NAV 2010 Full System Scan with no luck.

If no luck over the weekend, I'll save important data to a removable hard drive, reformat and install Win XP SP3.

And, Yes, I removed Netscape 7.2 and restarted with no change.

Have the user (logged in as administrator) open up a command line, then have them type "sfc ./scannow" and hit enter.  That will check the Windows file system and fix errors if it finds any.

Or yes formatting should do the trick! :)

That worked when I removed the (period) from in front of the "/scannow" .   The only problem is I'll have to call the customer and get him to go to the office and put the Win XP SP3 CD back in.

I'll let you know.

Thanks for trying.....
Have a great weekend, BTW, where are you located?  It's really getting chilly here just east of Dallas, TX.

Woops, sorry about that the period was a typo.

I'm in Toronto, where it is currently -5 degrees!! :o

cs97jjm3, if you read through the comments, you'll see the issue was indeed resolved by formatting his system (Author Comment  12/08/10 03:07 PM, ID: 34304717).
