Programs in startup folder do not launch

On my Windows XP SP-3 system, the programs in my startup folder no longer launch on Windows startup.  Sometimes nothing appears on the desktop, either, and I need to reboot.  However, when the desktop items do appear, all my user profile settings appear to be working, except for items in the startup folder.  I have restored the system to a point in the past where everything was working, but the problem persists.  I have not gotten an error message that I cannot be logged on as an Administrator.  I have determined that there is no virus or malware on the computer.
