troubleshooting Question

How do I select the first two characters of a string and then using these two characters enter a different value in this field.

I have tried this SQL statement but it does not work. What I want to say is if the SiteID begins with 11 then put 'Premier' in this field. If the SiteID begins with 19 then put Hotel if it is neither then leave SiteID.

SELECT     TOP (100) PERCENT CallOutNo, SiteID, CASE WHEN SUBSTRING(SiteID, 1, 2,) = 11 AS 'Premier' ELSE SiteID END
FROM         dbo.vw_Calls03
WHERE     (call_date >= CONVERT(datetime, '2009/01/01', 120)) AND (calltype = 'New Lift Sales')
