Help understanding ipconfig /setclassid

I need to be able to disable a laptop user on our AD network from accessing the internet.

I was advised to go into command prompt and do the following

ipconfig /setclassid 1

I did that and it did not work, user can still access internet.

Firstly, can someone explain the classid and how this works with DHCP? Ive read some articles on the internet but still dont have a good grasp of it.

Also, was the advise given correct? If not, why and what should I be doing?
