Internet videos choppy but audio is fine

I have a client that purchased 2 new high end PC's form me. One PC works fine with viewing videos online. The other one seems to have issues with viewing online videos ( example: A Lazy Days RV Center Promotional video on the Lazy Days Web Site) When viewing it the video is choppy but the audio is not.
The troubleshooting I have tried:
1)New updated driver from HP web site.
2)Updated Windows Media Center
3)MSCONFIG and removed some startups

Remember, this machine is less than 1 month old and has had this issue since the begining..

Switch the graphics cards between the machines - if the problem follows the card then RMA it.

The card is onboard and seems to be working in the identical machine. I have checked the driver(only from HP) and thhis is a new machine with nothing on it.

If you can rule out bandwidth (again you could swap the machines' connections) and they are otherwise identical I would still suspect the GPU if it's integrated this is  either RAM or systemboard.  Are you supporting them as retailer or system builder?  Either way I would be looking to return the hardware - easier if it's a complete unit going back to HP otherwise again switch RAM and if there is no change return the board.  Anything that has persisted since new despite software changes should go back.

- How is cpu usage while watching video?

- Compare internet speed test between the two computers: www.speedtest.net

- If you can, add a video card and hook your monitor to it to see if it's a defective gpu adapter

i will troubleshoot the methods your both requested and get back to you

I tried to place the machine in a different part of the building, thinking it may have been the office connection..Stillhaving issue with the video.. Any other suggestions?

Switch the RAM as above, if there's no improvment then the board is bad - likely the GPU but without diagnostic tools (& lots of time) not possible to track it down fully.
