Locked down computer

How do I restore rights on a computer that was locked down through local group policy.  I'm trying to push symantec updates to the computer, but the computer won't allow it.  What setting changes this function.

I don't want to remove all restrictions, I just want to be able to push symantec updates to the machine.  I want it to be used for guests.   Do you know what setting would fix this?

The machine is so locked down that it won't let you install anything.  I need to be able to run symantec tools to the ip address on the machine and it won't allow it.  Do you know the setting in Group policy that will allow this to happen?  I have admin rights and I just need to do this one thing on the machine.
