Certificate installed in Local Computer Trusted Root Certification Authorities not applied to local users

On a Windows 2008 terminal server, using the MMC certificate snap-ins, I dragged a certificate from my admin account's personal store to the Trusted Root Certification Authorities for the local computer in order to avoid certificate errors for every user on the terminal server.  When I visit the site with a test account, I still get the error.
