On a windows xp sp3 im getting this error every day

Give the first one a go and then maybe try the second one. The SOAP toolkit was deprecated by .net framework and the error you're getting could be related to the dot net framework. Admittedly, I am guessing, but it's the first thing I would try to solve this problem.
