Sharepoint 2010 & Excel: Unable to Process the Request

I have a multi-server SharePoint 2010 farm in the same domain. I have an Excel 2010 xlsx file uploaded to a document library. When I try to open it via my browser, I get an error:

Unable to process the request.
Wait a few minutes and try performing this operation again.

I only get this on xlsx files. XLS files open properly.  I've seen postings that I need to have Excel services installed. If so, on which servers, on my web front ends or my application servers? I already have Excel Calculation Services installed on one of my app servers. Do I need something else?

I've also seen a posting that I need to edit an XML file (http://blog.armgasys.com/?p=133). If so, on which servers, my web front ends or application servers?

Thanks!

1st suggestion worked: setting the default client action applies to the entire site collection. TYVM!

As a follow-up, see http://technet.microsoft.com/en-us/library/ee837425.aspx for explicit implementation methods.
After following the instructions above the files are now opening with the appropriate app but i get two copies?  Does anyone have any ideas?
