Program not running on startup

We have a pc that functions as a kiosk in an exhibit for our visitors.  We have configured this pc to auto restart every morning at 6am and to also auto login as a user with local admin privileges.  This pc runs a full screen program that allows the visitors to interact and view video clips.  The issue is when the computer auto restarts all of the necessary programs that are placed in the startup folder do not start up.  We have a .bat file that starts the full screen program and this is in the folder for the local user that is logged in.  There is also a second bat file that is in the all users startup folder and this file appears to not be running on the login.  We attempted to fix this issue by copying the files from the all users startup folder into the local user’s startup folder with no luck.

This machine is running XP SP3 and is joined to our domain.

Yes, if i do a manual restart then everything starts as it should.  i can also run the bat file manually and everything starts as it should.

everything is running locally from the C drive.  Would a script work better than just adding the bat files to the startup folder?

Are their any limitations of the system?  Is it locked down to prevent user modification?
I was able to fix the problem by adding the bat files to the scheduled tasks.
