Domain Controllers Sync

If you have  a large domain (250 servers) few thousands workstations, and 6 or so domain controllers. Which each domain controller have up to date username/password stored in it, or if not how and when do they sync. Is there such thing as a primary DC where all others need to get the up to date information from through syncronisation?

PS - does any one know a command line commands / techniques to list all servers in a domain, discluding workstations, just server list I want.

Is "PDC" primary domain controller?
No no. PDC Emulator Operation Master role. Domain Controllers based on Windows 2003 and above have no Primary/Secondary DCs, it was in previous OSes.

PDC Emulator role is one of 5 FSMO roles in Active Directory. PDC is responsible i.e. for time synchronization within forest, password management (this role is hold by default on first installed DC in the forest (but it is not called Primary :) )
