Virtual Private Server. Which one is best for me?

Hi

I have several domains and some packages and it seems it would make sense to have on server.

I was thinking about Virtual Private Server.

I need some help in choising the best option. Below are my requirements:
1) Cost (20-25 GBP per month/ 35/40$)
2) Traffic - Very low
3) Number of websites. 3 going up to potentially to 5-6 within one year
4) Operating system: Windows
5) Database: I must be able to install SQL Server 2008 R2 + SSRS 2008 R2 (free edition)
6) .net = 4.0
7) Security: Must be able to run reportviewer

What should I look after? Is VPS the best option? What do I need to add to my MUST have list? Can I install any software on VPS? Can I log in remotelly to it? Do I need control panel? Burstable / non burstable memory? minimum HD with Windows + SQL Server? etc etc

My knowledge is very limited.... I know SQL Server + SSRS but the rest is rather limited.

I always try to start things at low cost, i would suggest to start it with some webhosting providing SQL 2008 and asp.net 4. Because rest can be available. You can start it there. For report viewer you can use logstat or log analyzer or some other online tool which you can run on your website.
Once you feel then web hosting is not able to satisfy the needs then you can buy a VPS from same hosting or others.

Questions to that I have:
1) Windows Server Web edition. I have searched for limitations and can I isntall SQL Server 2008 R2 on that? Without having to worry about licensing?
2) it has one IP Address.....Can I still install multiple-website on that? Website config is entirely new to me and I have never done it.... so just want to make sure I will be able to do that.
3) It seems it allows me to install software so I presume there no restrictions?

>> On VPS you can install any thing but you have to buy your own license. While you will use license of hosting company in that case.
