Computer will not move off Splash page

I have a computer that was slow, but working.   It is a Dell 4500S.   It now all of a sudden will not get off the Dell Splash page.  It will, go to the next page if I unplug the (A) diskette drive, but then it hangs on the next page saying there is a diskette error.   I cannot get into setup either.   How can I get past this to continue to re-install the operating system?

No, I cannot get into the BIOS.  I hit F2 and it says entering setup, but never does.   There is no CD in the drive.
I switched keyboards and it still says entering Bios, but never does.   It either hangs on the splash page with the diskette drive connected, or goes to the next page saying Diskette drive 0 seek failure and never gets to the BIOS.   I also changed diskette drives.

Disconnect all drives, floppy, CD and hard disk.
Disconnect all other cables such as USB, network, printer.
Disconnect mouse.

Try and boot and see if you can get into the BIOS.  If you can't then your motherboard is faulty.

You could try resetting the BIOS back to default and removing and reseating any memory chips and trying again as well.
I disconnected everything except the front panel cable, the power supply and the monitor.   When I do that, the white line under DELL on the splash screen only goes about 1/4 of the way.   If I plug everything the line goes about 3/4 of the white bar.   If I plug everything but the floppy, I can get past the first page, but the second page comes up and says diskette drive 0 not found and I cannot get any further.  

I cannot get into the setup page.  When I hit F2, it says Entering Setup but it will not get there.  The computer just gets to what I said in previous paragraph.  

What would cause this to happen when I took the computer from my customers location and it was booting to the desktop?   It wasn't dropped or bumped.
I plugged in a USB keyboard, and now it gets almost all the way across the white bar, and it starts beeping none stop. almost as if there were a stuck key.   Any ideas?   When it is beeping like this, it won't get off the Dell page
Try removing memory and wiping memory sticks clean.  Blow out memory slots.  Test with one memory stick at a time and try different memory slots.  (Note this is what darrylka suggested above)

Check heat sink is free of dust and the fan is spinning freely.

There may be an option to reset the BIOS.  Try that.
I found out what the issue was.   Because a PS2 mouse was plugged in.   As soon as I plugged in a PS2 mouse, it worked as always.
