What is the preferred group type for guaranteed Email Delivery in Exchange 2003 if you have a single domain forest?

When it comes to Distribution Lists, it is to my understanding that email delivery is guaranteed when selecting the "Universal" option over "Global" even in a single forest, single domain environment. The same would also apply to the security group that you create if it is required for more than one person to have the ability to Manage the members list of the Distribution List. Is this true? If so what is the Microsoft Technical explanation as to why this is the case? Thank you.

Thanks for the help, really appreciate it. In a situation where I created a Universal Distribution List (running Active Directory on Win 2008 Server and Exchange Server 2003) and need to allow more than one person to Manage the List in order to update members in the list, it seems that a Universal Security Group works over a Global Security Group and the users I am allowing to Manage the List are all in one Domain. Is this because my DL is set up as "Universal Distribution" instead of "Global Distribution"? Is there a Microsoft Article that talks about this specifically? Thanks again for the help.
