How do I check or increase the message size limit enforced by Sendmail?

I have 2 Linux boxes set to receive email for my domain but they are not currently receiving large email messages. No NDR or error messages. I did find the following in /var/log/maillog though:
Dec 25 18:34:40 percent sendmail[7411]: oBPNYFDR007411: from=<MYGMAIL@gmail.com>, size=12845186, class=0, nrcpts=1, msgid=<AANLkTikeSvvU2N5OlfjasldfCJBFXnYnNbp7SVQ4sr-v@mail.gmail.com>, proto=ESMTP, daemon=MTA, relay=proliant.DOMAIN.com [publicIP]

I modified the max message size to be 25 mb but message delivery still fails with no NDR.  The message size in question is 12 mb.

I get the following in maillog:

Dec 26 02:54:55 percent sendmail[7772]: oBQ7sQ3x007770: to=<NAME@ca.DOMAIN.com>, delay=00:00:23, xdelay=00:00:05, mailer=smtp, pri=12966016, relay=[192.168.2.58] [192.168.2.58], dsn=5.0.0, stat=Service unavailable
Dec 26 02:54:55 percent sendmail[7772]: oBQ7sQ3x007770: oBQ7st3x007772: DSN: Service unavailable

Turns out it was not an issue with sendmail at all 192.168.2.58 is actually an Exchange box and its max message size was set too low.
