Static Discharge

I have just built 3 machines for 3 different clients.  Each box had a different power supply, CPU and different motherboard.  The case are the same on all three.

The problem is ESD (Electro Static Dischage).  When I build up a static charge on myself and I touch one of the front USB ports with either my finger or a flash drive, all 3 machines shutdown.  On one of the machines, I have changed the case, problem still exists.  I then swaped out the PS, still the same problem.  

When I touch the case first before touching the USB port, there is no problem.  So the case is grounded but not the USB port?  This only happens on the front USB ports by the way.

Anyone got any ideas how I can solve this other than telling my clients that they have to ground themselves first?  Does Windows 7 64 bit have a shutdown procedure for ESD? Can I wrap a small copper wire around the ports and solder it to the inside of the case?

Thanks to all who responded. I have decided to share the points with all who attempted to help me.  What happened was completly my fault.  I added an extra motherboard spacer to the case that just happened to be near the USB connectors.  The spacer must have caused a short when it was touched.
