Not so far as I know. You need a non-proxied (plain) connection for VPN to work. ... Thinkpads_User
It's not almost technically impossible. But you will need softwares to work in this situation.

http://www.vpnproxy.com/  is one such tool (paid).

The VPN software must run at Layer 4, using a TCP connection. As such, PPTP is unsuitable, as is IPSec. HTTP Tunnel (http://www.nocrew.org/software/httptunnel.html) has both a Windows and Unix client/server, and will allow you to tunnel arbitrary connections though a HTTP proxy, with support for proxy HTTP authentication

I personally would have used something like teamviewer to access any PC in my parent organization rather than going through this setup.

Best,

It all depends on what restrictions your external firewall/router have and the type of VPN you are trying to use.
Proxy usually only applies to port 80 request, an SSL VPN, IPSEC, etc. are often not block by means of a proxy unless the settings are misconfigured such that the local configuration directs all requests to the proxy whether it supports it or not.
You should check your system's proxy configuration and check the Router/firewall configuration or check with the networking group to see why you are having issues.
bond7 - Another way to solve this (one which I use for some clients) is to provide myself with a 3G internet stick (some laptops have 3G built in). This allows me to be independent of client networks and has many other uses as well.  ... Thinkpads_User
There might be reason why the environment is restricted and if it is a company system, the stick might not work i.e. USB devices other than Human Interface Devices are disabled.

@Arnold,
How do I know thenetwork set up ?
I am aware of following -
We need to set proxy to connect to Internet in IE.
We put a list of exceptions which are internal to network.
I tried using VPN but it seems that it never reached parent organisation
These are what I know , what is my network setup, is it possible to tell ?

Hello Arnold,

Thanks for response,we do have a https connection to parent organization.
It enables us to connect to parent organization , so some kind of connection is there but not vpn.
The authentication is same for the https and vpn{usr id and password }

what is port used for https {443 or some other I dont know ??} and what is port for vpn ?
Any ideas ?

It seems that there is something blocking the vpn but not https !!!
The https is possible through proxy but vpn is not possible , i wonder if it uses the proxy by default does it ?

These informations might help in diagnosing the issue.
Please let me know.
