Header / footer image margins in Ms Word

I am trying to find out how to make a ms word template for a client. I made a design in photoshop with a header and footer. I saved the top as the header and the bottom as the footer. Both are images with color going all the way to the edge. In word, I click on the area that says header and import the header image. Initially its set at 75% so I had to reset it to 100%. There also are margins at the top of the header and the bottom of the footer. I was wondering how to take the margins away without changing the default margin settings. I dont want to change the settings because the client may need to use thier own margin settings when typing whatever copy in the template.

Please see the attached file.

With Photoshop, create a single image from your 2 images and insert this image as background in your word template. No matter what size the margins, the image stays put.

What I did:
[step="" title="Create a background image (8” x 10 ½) using GIMP, similar to Photoshop) and saved it as a .gif image."][/step][step="" title="Inserted it as a watermark (Page Layout -> Watermark -> Custom Watermark -> Picture Watermark)"][/step][step="" title="Saved the created file as a .dotx (template) file"][/step]
If you have macros in the template, save as a .docm file
