Windows 7, SQL Server 2008 --> Cannot add a port to the Windows Firewall excpetion list

Good Day Everyone

I have searched the net and tried a few findings but  I am "stuck" .  So, I turn to the experts.
I have a new laptop with Windows 7 and a fresh install of SQL Server 2008.  I am trying to run a create database script from the Step-by-Step book that I bought and keep getting an error message.  It reads:

Could not configure the Windows Firewall.  Cannot not add a port to the Windows Firewall Exception List.  Use the Comtrol Panel to manually configure the Windows Firewall.  

Note: This is the first time I have used SQL Server 2008 since it was installed.  How can I get this error repaired?

Hey There, thanks for responding.

I just tried that...well assuming that "add an exception" is the same as "incoming rule" as I could not find exception anywhere.  If I missed it please help.  I am still getting the same message.  

I failed to menmtion I was getting another box first that said:  

The Windows Firewall pon this machine is blocking remoite debugging.  Remote debugging requires that the debugger be able to receive information from the network.  Remote debugging also requires that DCOM(TCP port 135) and IPSEC(UDP 4500 / UDP 500) to be unblocked.
