Microsoft Outlook 2007

My pc is a Dell Optipklex 320 and my OS is Windows 7 and I use Microsoft Outlook 2007.
I have one outgoing email sitting in my Outbox folder.  This email has an attachment whichis a pdf file.  
But desptie hitting the Send and Receive button, the email never gets sent, even if I were to leave the Outlook open for hours.  Even a reboot and then getting back to Outlook does not resolve it.  When I want to quit Outlook, I get a question, whether I want to quit without  sending the email or Exit outlook.
How do I fix this problem. thanks.

Go to Outbox and open the email. Hit send again. Does it send? If not open it again and copy the contents to another email or word doc. Close the email and delete it. Copy the saved text into a new email and try to send it. Let me know if that works.
