Migration problem from 2003 to 2010, same forest but different domain

Hi,

I am trying to migrate from Exchange 2003 to Exchange 2010 in different domain but same forest. But i keep on getting the error below. Is there anything wrong with my AD or DNS ?:

sufficient access rights to perform the operation.

These are the steps that i've done but still failed:

 

1) select the problem user from AD , go to Security Tab and check the 'Inheritence......' check box thing.

make sure that inheritable permissions are applied to objects
From different domain in same forest that means you are performing transition of exchange server from 2003 to 2010 & you are having issue in moving mailboxes.

Did you use Exchange Deployment assistant from MS.

All experts are referring to permission issue but it's actually not. It was bad demotion of AD which causes _msdtc error in DNS.
