After promoting RODC in a branch office. If we open Active directory users and computer console in RODC. Whether it will show RODC AD Users and computer console or RWDC AD Users and computer console in which we can create or delete users.

It will show the RODC ADUC. As Krzysztof said, you'll have to change to a RWDC to be able to do changes.

But when i protmoted RODC first . It shows RWDC Active directory users and computer console only. After that i had chaged DC to RODC.
Yes, because it discovered and cached connection to writable DC first.
