ADUC is universal snap-in to manage Users and Computers in domain.
When you run it, click on "Active Directory Users and Computers" node right mouse button and choose "Change Domain Controller". You will see full list of DCs. You can simply select any writable DC if you have appropriate rights and then create new user or group on writable DC not on RODC.

It will show the RODC ADUC. As Krzysztof said, you'll have to change to a RWDC to be able to do changes.

But when i protmoted RODC first . It shows RWDC Active directory users and computer console only. After that i had chaged DC to RODC.
