Configure FTP on SUSE Linux 11 server

I have SUSE Linux 11 server enterprise edition can't get it operational well with FTP as it gives me the folowing message. current restricted directory is /
so I can not use get command as it gives me permission dnied.

Can you please advice how I can sort this problem out.

Do you have rights in directory /sage/v7.1/ftp to access for user sage?

Also Sage user is the Owner of the directory

Any firewall? If yes please disable it to check if it is reason. The reason can be active ftp.

The firewall is disabled already?

That is why I'm confused ...!
Sage is the owner of the directory
and I gave to to this directory permissions 777
and firewall is disabled.
So what is the problem ?

Strange... You can try to change active ftp to passive but if you don't have any firewall in server and client, that it probably will not help.

No mistakes in ftp path?

Please show:
ls -l /sage/v7.1/ftp
ls -l /sage/v7.1
ls -l /sage
