Start Menu is Blank

In a domain environment, one user when logged in opens their start menu there are no icons. This only occurs on one user, i ran a malwarebytes scan and found nothing, i went into the start menu properties and switch it to classic view. The icons show up when using classic view but not xp. I right clicked on the start button and went to open. It shows the shortcuts in the folder but they're not showing up in the start menu. And keep in mind this is only on one user when they log into this PC. Also most of the system tray icons are not loading even though windows says they're running.  User generated image

Maybe the user has the documents and settings folder set to hidden?
Go to Documents and Settings, right-click and check in Properties.

...or you could try Start > Run
regsvr32 /i shell32.dll

The easy fix might be ti just backup the users data. Rename the old profile in "Documents and Settings" and have them login again. This will rebuild them a new profile.
