You need to install a licensing server to be able to use RDS. You should get 120 days of temporary licensing. What is the actual error are you getting?

do you really need remote desktop services or did you just want to access it remotely via a standard remote desktop session?

Do you have windows firewall on? You need to make sure there's an exception for remote desktop. Also make sure that you right click on computer, select properties. Select 'remote settings' on the left. Make sure that you have one of the 2 allows selected.

Yes i have a licensing server.
there was a message that said i had a few months before i had to get a licensing server but the error said something about how i had to choose between either per device or per cal.

during the initial setup it said i could choose later... as far as per device or per user.
i want to choose per device but rds is already installed.
does anyone know where this setting is accessed after rds is installed?

This setting is within the RDS Licensing module. When you add your RDS Cals you must select what CAL type you are going to use device or user
