basic question about soap namespace

HI

The soap tutorial i am reading says

"SOAP defines three attributes in the default namespace ("http://www.w3.org/2001/12/soap-envelope"). These attributes are: mustUnderstand, actor, and encodingStyle."

How can SOAP define atributes in a namespace? I thought a namespace was just used to avoid naming conflicts and the uri in a namespace isn't accessed by a parser. I thought elements and attributes etc were defined in a xml schema or a DTD? How can attributes be defined in a namespace. Does this just mean that the uri pointed to in the namespace is actually the schema for SOAP?

Thanks for the points.  Sorry you did not like the answer, but you're going to like using SOAP even less!
