SharePoint 2010 Summary List Link Web Part formatting problems

I have a Sharepoint 2010 site collection composed of team sites but with publishing features turned on in the top level site.  In a sub site I need to use the summary list link web part.  Until I turned on the publishing feature in the top site the part wasn't even available to use.  Now that I have the publishing features turned on I am offered the web part but it will not operate correctly.  I am unable to get it to do multiple columns or respond to any of the style options available in the dialog box.  I always get the bullet format. In some cases it won't even let me add new links. I am doing all of this in the browser ( not SPD).

Is this some weird dependance of some web parts to publishing sites?  I can't find any examples on google where people can't format this web part.  Are their other web parts that won't work correctly in this environment?

The site collection is composed of all "Team Sites" with the Publishing feature turned on.  Once the Publishing Feature was turned on the Web Parts for "Summary Links", "Content Query", "Table of Contents" and others became available.  NONE of the "Publishing Feature" based web parts are responding to the style controls available in their "Modify the Web Part" dialog boxes.  The web parts function but will not respond to altering their styles via their own dialog boxes.

I'm viewing these in IE7 and IE8.
Has anyone ever used these web parts in 2010 standard Team Sites with the Publishing Feature turned on?  Have they worked correctly for anyone? (I see no Google hits for what I'm experiencing).

When you turn on the Publishing Feature in a Team Site arn't their style sheets added to the styles library that these Web Parts use for controling their formatting?
