The default location for the password file is: $ORACLE_HOME/dbs/orapw$ORACLE_SID on Unix and %ORACLE_HOME%\database\PWD%ORACLE_SID%.ora on Windows.

Is it compulsory to be created in $ORACLE_HOME/dbs directory or else it can be in some other directory also. Is there any command from sql prompt that we can check the location of password file
That is the Default location and file name. You have to create it there for you application to recognize.

That is the exact same doc link I posted just for a different version.

Per the doc link I posted: That is the location for the password file.  I cannot find anything that says it can be stored elsewhere.  There is no SQL that I know of to find the location.
The default location for an Oracle password file is the ORACLE_HOME%/database on Windows and $ORACLE_HOME/dbs on Unix flavours.

On windows, the filename is-----: PWD%ORACLE_SID%.ora

On Unix, the filename is -----: orapw$ORACLE_SID

You can check users in password file but no sql to find location.
If you don't have a password file you'll have to create one using orapwd.
Issue "orapwd" without parameters to see the usage information.
