How do System Administrators Control the Disk Space Issues on Shared Drives.

We have a file server that has a shared drive for all users.  It's about 1TB in total space and only 5GB free.  I try to remove as much crap as i can.  We will of course has a full backup of the data.
 
What i'm looking for are suggestions or solutions on how to control disk space usage.

1) I want to remove any files that have not been modified in 1 year. How do Sys admins control old data that hasn't been touched in years.
2) How can i find duplicate files and delete them?

You can download and use the File Server Resource Manager - While it was included in R2 - it can be downloaded and used with pre-R2 !
