Configuration manager client licenses required to run security essentials?

Hi, I am installing MS Security Essentials on a new Server 2008 R2 domain controller.  They say that the MS Configuration Manager is required.

Question:  do I need to purchase client licenses for Configuration Manager, or can I just run the config mgr with Sec Essentials without purchasing client licenses?

Yes, I believe that is the case if you are going to use the fully featured Configuration Manager, but is this the case if you are only using it for Security Essentials?  The security essentials page mentions nothing about needing client licenses.
