How do I deploy application as administrator from file share for all users

I've created a Visual Studio Installer to deploy an application.
 
When the system administrator installs from a file share or CD-ROM it installs and launches fine.

When another (non-administrator) launches the deployed application it fails.

do you have an error message?

can it be that your non-admin user does not have access to a resource?

.NET application executed from a network location are considered "untrusted".
You will need to run "Microsoft .NET Framework 1.1 Wizards" or "Microsoft .NET Framework 2.0 Wizards" and change the trust level.

Before Installing Right Click the .exe and Select Run As and use the administrator User/pass
