Page redirect not working in IE

I am trying to do html redirect and I am using meta refresh, like this,

 <meta http-equiv="refresh" content="8;" />  

and the redirect is working in FF and Chrome but not in IE. I've heard that through .htaccess one can redirect better.
Can anybody give me a step-by-step solution on how to do redirect using .htaccess file.
