Page redirect not working in IE

I am trying to do html redirect and I am using meta refresh, like this,

 <meta http-equiv="refresh" content="8; http://www.mysite.com/html/home.htm" />

and the redirect is working in FF and Chrome but not in IE. I've heard that through .htaccess one can redirect better.
Can anybody give me a step-by-step solution on how to do redirect using .htaccess file.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

You need to specify the url as url=, FF ignores the missing url= but IE doesn't
<meta http-equiv="refresh" content="8; url=http://www.mysite.com/html/home.htm" />
