DBNETLIB (Connect()).]SQL Server does not exist or access denied error

I tried opening port 1433 and 1434 TCP/UDP and a few others that Microsoft recommended for SQL server on the SQL database server, but that has not improved the issue with the DBNETLIB (Connect()).]SQL Server does not exist or access denied error.  I have also tried many of the steps on the internet that coincide with that error over a VPN connection, but so far nothing has improved the connection.  I have eliminated our Fortigate firewall from the equation by setting a public static IP on the box with no firewall. I quickly reversed the public IP address for security reasons when the condition did not improve.  The error is still present which leads me to believe the problem is with the SQL configuration opposed to an actual firewall problem; however, Microsoft does state that an IPSec policy is needed to ensure communication with the server.  My question is if I enable it on the server end will this fix the error?  Do I need to do additional steps?

What is ur installation type ? default or named instance...?
check if you have sql server installed: check via windows services..

So are you trying to connect over the internet? Natively? Can you telnet to that port to eliminate the possibility of a user / permissions error? Have you enabled the server for remote access? Can you look on the box and see that address is listening on the appropriate port for an inbound connection?
