Here is the MS article about NET SEND:

http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/net_send.mspx?mfr=true

The command should be:

NET SEND * Wishing a very happy new year

By default, Service Pack 2 in XP will disable the Messenger Service.  This service needs to start before sending out any message.   Please enable it and try again.
hi
if there is a firewall it might block your message
Glad you got it working....

However, if the solution was this syntax "NET SEND * WISHING A VERY HAPPY NEW YEAR", I would suggest to reopen and accept alanhardisty's comment, as he was the first to provide the proper syntax......

Happy new year!!
