Calling International from Cisco Unity Express gets fast busy


Just got a new client and when they try to call International from their Cisco Unity Express system we get a fast busy.
Verified with ISP and Phone provider long distance is enabled they say its someting with our routing tables.
Cisco unity express version is 7.1

In my Restriction tables under System > Restriction Tables it is

Call Pattern - *
Allowed - Yes
Do you mean Unity Express or Call Manager Express?
Unity express is the voicemail part. Are you trying to forward a call from an auto attendant or simply dial out from a handset?

If it's a call from a handset, then please post the dial peers from your config that relate to your carrier.
Is it a VoIP call or a postpone you're making?

What kind of PSTN connection do you have? PRI? SIP?
It does sound like a dial-peer issue. If you have a PRI, you might need to add:

interface serial 0/2/0:23
 isdn map address 011.* plan unknown type unknown
