Outlook 2010 - Cannot download pictures

I am using Outlook 2010 under Windows 7. I receive advertising flyers from several mercvchants at my request. Normally after right clicking I can download pictures then click them for a full picture. Now I get "The operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

Well, that is ME but I don't have a clue. I disabled my antivirus then restarted my computer. No help. I have not messed with any settings, knowingly. I ran a virus scan. Nothing showing bad. Any suggestions?

I tried everything I could think of. Nothing worked. In desperation I did a system restore to 12-8-10. Then Outlook would not even start!! I repaired Outlook and now everything ( I think ) is working fine. Thanks for steering me in the right direction! Happy New Year!!
