Managing Exchange DL lists

I have a client who would like to have one of the assistants manage the Distribution Lists in the GAL.  (Exchange 2003).

What is the minimum (and/or required) AD rights needed to do this?

Can I install the ADUC tools locally to the PC, and the lists can be managed through there?

Any helping guidelines or insights appreciated!

Sorry, that didn't work right.  Thanks for the time for the answers here.  It wasn't completely answered, as my main question came down to rights needed to fully manage mailing lists (creating, deleting lists themselves, etc.)
