Music Playback slows down all the time regardless of media and program.

We have a new PC with Windows XP, quad-core, 4GB DDR3, etc.  It's a pretty fast system and it's just a few months old.  I've had an issue pretty much from when I got it.  

When I play back music through Media Player, the audio slows down, almost stutters.  It does it very often and I can't listen to anything because it's so irritating.  Here is what I've done so far:  I've re-imaged the system to defaults (It is a custom tower, so it's a real fresh install of XP, as opposed to some kind of factory branded image).  I've installed Winamp and used it instead of Media Player, same thing.  I've tried running audio from an audio CD, an MP3 on my hard drive, and an MP3 from a flash drive, so I can rule out the media and the program I'm using to play audio.  All Windows Updates have been run, so nothing there.  There is NO change in pitch when it slows down, so it's something with the PC stuttering, not the music.  I've verified there are no CPU usage spikes or hard drive activity when the slow-downs occur.

I'm at the end of my rope, any ideas?
