Cannot attach a file larger than 1.0MB in Outlook 2007

I am having a problem attaching a file larger than 1.0 MB to an Outlook email.  Everything thing at the file server (SBS 2008/Exchange 2007) appears to  be configured for 30MB maximim, set using Exchnage Power Shell.  HubTransort and Send and Receive connetors state either unlimited or 30MB and all users state UNLIMITED.  Yet when we try to attach a file larger than 1.0MB Outlook kicks back the "File attachment exceeds limit" error.

Any Ideas?
