Paypal Payflow Pro transaction First Attempts time out

I have a payment system on a Windows 2003 Server, processing through PayPal, that is timing out on the user's first transaction attempt.
The user's second transaction attempt is always successful. When testing, after the first attempt fails (always) several further attempts will then be
successsful until I stop for a while and then try again.

This is a coldfusion site and we are running the CFX_ONCR_Cybercash3 custom tag.
This sytem has been in place and working for years.

One of PayPal's Name servers ( is exhibiting problems -- traceroute attached. Their other two name servers seem to be working fine.

I am a total noob at internet connectivity but what I believe is happening is that on the first transaction attempt my server is hitting the bad name server and timing out.
On second attempt it finds a good Name Server, the transaction is successful, and a good record is written into my DNS resolver. Further transaction attemps are successful
until the Time To Live of the record expires. Then we start the process over.

PayPal and ISC are dragging their feet terribly. We are into the fourth day on this. I am looking for a work - around.

First thing that came to mind was to see if I could tell my server not to look at Essentially block it. (?)

Next thing that came to mind was if there is a way to modify the TTL value for the good record in the DNS resolver. (?)

Next thing that comes to mind is that I am totally off base (?)

Thanks for the help guys! Paypal got their act together (actually ISC) and fixed their problem Friday. I left this up so I, and others, might learn something.

Looks like I was on the right track in editing the hosts file. I had tried that before posting this problem but was not successful. I think I tried

pete - I don't think your second option would work for me because I have to use a Cuoldfusion custom tag. When I send params to that tag if I specified anything other than "" the tag would error out. Tried Ip adresses,, etc.
