Admin account for Windows 7 boxes

Hello experts,

I work for a small organization and I'm the only IT guy here. When I go on vacation I hire consultants (usually friends) to cover for me.
Everything is fine when it comes to the XP boxes.. my consultant is able to install software using the Local Admin account. However with Windows 7 it is a different story, consultant is unable to install things like Adobe Flash. The actual domain users are usually a part of the Power Users group on local machines.
My consultant was unable to install the specific software on the Windows 7 box, he tried run-as admin, also tried logging in as local admin and still no luck. Unfortunately I'm out right now. I am trying to find out if I can create a Domain Account that would allow my consultant to install software on the Windows 7 machines, but I do not want to grant this account Domain Admin rights... it is a 2003 domain.
Any ideas ?
