Need Help with Exchange 2010 Restore

Any help with this is appreciated.

I have migrated an Exchange 2k3 server to 2010.  After migration I realized that an important public folder was not replicated correctly so I had to restore it from a backup.  After confirmation from the client that all the info from that PF was there, the E2k3 server was removed.  After a week the restored info in that PF (and only the restored info) disappeared.  

I have confirmed, from Symantec, that a restore from an E2k3 backup to E2k10 is impossible.  It looks like the only way to restore that info on the backup is to build a tempE2k3 server and restore the PF there and then replicate it over.  Is this correct? is there any other way?

After this I tried to see if any of these items were recoverable using PFDAVAdmin, which is not supported on E2k10, but there is a new tool called ExFolders.  I tried that tool but it tells me that the PF has NO DELETED ITEMS.  The client confirmed that he had the lost info as of Thursday 12/30.  Is this possible?  Is there a setting that would delete items and make them unavailable for recovery?  My initial feeling is that somehow the info was not on the E2k10 server to begin with and that the client is incorrect.  The PF is mail enabled to allow important emails to be able to be dragged to it.  Is there other settings that I should look into?

Lastly I want to backup E2k10, but BE2k10 is installed on my DC which is 32bit, so I can't backup the 64bit IS on the E2k10 server.  I tried to install a copy of BE2k10 on the E2k10 server but after I did it stopped incoming email for being received?  I uninstalled it and the email is working again.  Is BE2k10 on a E2k10 server (with all roles) not a good idea?

Symantec was able to restore a PF backed up on Exchange 2003 DIRECTLY to 2010.  It did have some errors but for the most part the data is there.
