The other thing I can think of is ISP complain loops setup for your IPs to make sure you keep the IP reputation good as with high email activity this is going to be important to have good IP reputation and no listing on different blacklists.
If these things are not taken into consideration the IPs can get blocklisted and emails will be rejected at destination server.
The smtp server should not require any special settings to send high number of outgoing emails, the cpanel setup by default has the smtp settings that should work fine and the few settings which I think can play role , I have mentioned them.
All the related steps are going to be important to make sure you continue to be able to send high amount of emails over time and not just in start.

the waiting list still crowded and many emails are not sent, need to change anything else?
Some questions :
1. How many emails per minute/ per hour you are sending ?
2. What is the CPU usage/ Load and I/O wait on the server ?
High email activity do result in higher i/o wait and load on the server and if the load is going high , it will affect how many emails it can deliver in certain time i.e. enough resources should be available according to the rate of emails being sent.

I understand, but the question is to eliminate the maximum queue or even disable it, resources are the least of concerns
