New smart phones won't connect to Exchange 2003

We are running Exchange 2003 on Windows Server 2003 Standard Ed. SP2.

I can't connect any new smart phones to Exchange 2003. Any smart phones that were configured for email previously are working fine. As of about a month ago any new phones or new users are not able to connect using the same server configuration. I have tried with an Iphone (new user, old phone) and a Droid (old user, brand new phone) and neither one worked. However, OWA is working.

We have never used SSL or had it configured. The error in the event log is:

Unexpected Exchange mailbox Server error: Server: [server.domain.com] User: [usert@domain.com] HTTP status code: [409]. Verify that the Exchange mailbox Server is working correctly.

-I also used this tool: https://www.testexchangeconnectivity.com/Default.aspx
and got these results:

ExRCA is testing Exchange ActiveSync.

Test Steps
Attempting to resolve the host name server.domain.com in DNS

The host name resolved successfully.

Testing TCP port 443 on host server.domain.com to ensure it's listening and open.

The port was opened successfully.

Testing the SSL certificate to make sure it's valid.
The SSL certificate failed one or more certificate validation checks.

Additional Details:

A network error occurred while communicating with the remote host.
